What is a good 22-24 inch monitor?
I'm looking for suggestions in the low and other price range.
Low range < $250
- Good response time
- At least 1080p
- Good color
Other
- Really good color?
- Good response time?
Is it worth it to get an IPS monitor if it's twice as much as a 'normal' monitor? I'm not a professional photographer or graphic designer, but I make web sites and work with graphics and would like the best picture possible.
Is LED backlighting better than CFL?

you don't need to get a new LCD. A second LCD is just fine, especially if it still carries a warranty.
Dell Ultrasharp would be something that i would look into. If you are really adamant of getting a new LCD, get the Dell U2311, there are plenty of discounts going on. I got a U2311 in Australia for around $270 AUD, so your price range of 250 dollars is something achievable.
But in terms of image quality, S-IPS (Dell 2007WFP, 2007FP)>H-IPS (Dell U2410)>e-IPS (Dell U2311, Dell 2209WA). -
TN panels = gamer panels. Fast response time, nearing 2MS or better. Generally bad viewing angles and 'bad' color reproduction (mostly due to bad viewing angles).
IPS panels = designer panels. Great color reproduction and viewing angles, horrible response time.
You need to pick one or the other. -
Also, the only difference between LCD and LED should be the thickness of the monitor. LED-backlight monitors can be only a few millimeters thick.
The Samsung XL2370 is an excellent monitor with LED back lighting.
The Acer G245H is potentially the best TN panel, it is very uniform and has very deep blacks. It may be hard to find in stock, I'd check NCIX.com. -

I'm going to risk making a huge generalization here, but in general most LCD monitors have low enough response times that it really does not matter anymore.
The U2211H and U2311H are both pretty good monitors from what I hear. If they are anything like the 2209WA monitors that I have (they both use eIPS panels) then you'd be really happy with them. -
U2311H picture quality is the same as the 2209WA monitor.
LED lighting is only good when you are using RGB LED, and not the cheaper blue-LED white phosphorus edge lighting version (which is what makes it thin).
This is why lot of the more expensive professional grade LCD from NEC, are slow to adopt LED backlighting and instead staying with WCG-CCFL. -

I would have to recommend avoiding the Samsung P2450H if you are going to be doing any design work on it. It's a great monitor with a good design but lacks color accuracy.
Another monitor to look into would be the Samsung F2380M which is an 8 ms C-PVA screen, it has an actual contrast ratio of 3000:1!
