So I'm looking to get a new TV also for gaming. The new seiki 50 4K TV caught my eye. Its a 4k TV that only costs about1200 dollars. Now I'll primarily be using it at 1080p where it has 120hz. But in 4k mode it only manages 30 hz. Will this be enough, or should i just get a decent 1080p TV and wait until 4k becomes the standard?

Definitely wait.
The problem with 4k right now is that there isn't any content for it. 4k will only get better and cheaper as time goes on, so you might as well wait.

30 fps is content only frame rate and as kent says, there is no 4k content.

I would wait till next year to get a 4k. I work for Vizio and we flat out refused to release a 4k yet and the reason because its utterly useless right now. It is basically bragging rights to the person that wants to have the biggest stick. Now for like actual business use the 4k can be used for say like presentations via a hotrod computer and then later on when it becomes more usefully it can be the meeting rooms xbox tv but honestly save your money get a tv you can actually use and don't bother with a 4k yet.

Oh, one other thing worth mentioning.
On top of 4K video content not being available, you're also facing a situation where 4K gaming isn't really viable either. Anandtech recently released an article doing a quick look at gaming @ 4K resolution ( article). And the quick conclusion there is that you need a LOT of graphics horsepower to pull it off. We're talking about 2-4 nVidia Geforce Titans ($1000 each) to get framerates above 30fps.
That's even more reason to wait for both 4K panels to mature, and for GPU horsepower to catch up. -

They were running it at highest details. Without aa and maybe turning down the least important but resource settings then a 7990 or a pair 780s should cope.

Yeah, but then you're still talking about $1000 - $1300 for the "privilege" of running your games at medium detail settings.
When Crysis 1 first came out back in 2006, people with the highest end hardware at the time couldn't run the game on the highest detail level (ultra). They could only run on high settings. Now, some people rightly pointed out that the problem was with the obsessive-compulsive mentality of the people at the time. The game publisher could have just disabled the Ultra setting, and then people would have had the satisfaction of "maxing out" the graphics detail settings.
I think we would run into the same problem here. Someone who drops $1000+ on graphics hardware isn't going to want to run at medium settings.

Ok, so gaming is obviously out of the question. I guess whats left is: will the 30hz affect watching 4k videos negativly or do I atleast need 50hz (what most modern cheap TVs have). does anyone have a TV where they can set the refresh rate to 30hz and get back to me?

I think that most movies are 24 or 30fps, so it won't matter unless you get something like the Hobbit which seemed to have been filmed in 48fps.
Anyway, this TV might interest you because it is cheap, but the review of it that I read said that overall picture quality (colour and contrast) even for 1080p and 720p was not very good which I think is a major point. I don't think you should buy it as there isn't any 4k content out and not for a few years perhaps.
30Hz should be enough for movies, but 4k alone probably isn't enough to make the TV. -
Right. Didnt see any negativ reviews of the tv though. I guess back to the drawing board
