Is it advisable to plug in your notebook to an AVR when it is using AC power? Or do notebook AC adaptors already have voltage regulators?

So, to actually ANSWER your question:
Look at your power "brick" or whatever you want to call it that came with your notebook (you know, the thing that plugs into the wall and your laptop). Somewhere on that should be a label. It most likely says something along the lines of 110-220v. That means that it will auto-convert the voltage for your laptop. I can't think of a laptop that doesn't do this.
I have used my laptop in various parts of the world on 110 and 220, using different plug adapters, and it has worked fine.
I currently have a voltage regulator plugged into the wall, with a surge protector plugged into it, with my laptop plugged into the surge protector. I could just as easily plug my laptop right into the wall, but I also plug a toothbrush and shaver into the surge protector and the shaver doesn't convert voltage, so I just leave the regulator on 110 output.
