Id go Xbox 360 so you can use it with many other games rather than get a pad thats specialized for SF4.
Then I would get a joystick for SF4 -
The 360 controller is crap - CRAP - for SF4. Don't get me wrong, I love the 360 gamepad. But for SF4, the d-pad is just no good. I'm using a Logitech right now and that too leaves a lot to be desired.

Would the Mad Catz fight pad be good for racing/sport games?

I know 2d fighters are not usually analog but I have done it with other games.
I guess if your into SF4 you can get the fightstick but if I had to make a single controller purchase I would get the 360 controller. -
The Xbox 360 Controller is beyond bad for SF2 but it is great for many other games such as Prototype, Virtual Tennis, GTA IV and many others.

the xbox 360 controller is great, and since it's cheaper, I'd get the Xbox360 PC one.
MadCats also has their version of xbox360 pc controllers, which also works pretty well. -
The other reason that the Xbox 360 controller is bad for SF is that you have to map either your weak or fierce punch/kick to unorthodox button locations. I could live with that, but I don't like it. For most other console emulated games that I play though, the Xbox 360 controller is great.
For the ideal SF experience, I'd just go all out and get the Fightstick. I don't like playing SF with a D-pad controller. They make blisters on my thumb a foregone conclusion.
Best gamepad for pc Mad Catz fight pad VS Xbox 360 PC
