I need something to convert a standard US AC 2 or 3 prong plug to basically everything else. Voltage conversion is not required, but I dont want a 5 dollar kit off ebay that is going to break in half. Who makes the best overall kit for this purpose?

Depends on where you are going . . .
As long as your electronics are automatically switchable, this one kit covers about anywhere in the world

. . . just take along a normal American 3-prong adapter to make it two prong to fit in the non-US adapter. -

My sister is going to Belgium, and mostly all around Europe. I think most of her things are 100-240, but I am secretly hoping for that first "OMG MY CELLPHONE BLEW UP" email I get from her
Key item is the laptop, and I know 100% that its adapter is switching.

Look at this three plug kit . . . really good stuff for less than $12 . . . wokrs in many countries, including Belgium. She will have 3 plugs to use at one time if she wants with this kit.

You might find it a buck cheaper somewhere else on the same thing.
Also, tell here to buy an anftermarket charger for her cell phone . . . most of those that come with the cell are for US only. Found it out last year after I plugged my Motorola Razor cell phone wall charger into a Russian soclet and fried the wall cell phone charger . . . phone was fine but was unable to charge it. Went back this year with an aftermarket charger from Wal-Mart and it worked just great. (The back of the package of the aftermarket charger will tell you if it is international . . . almost all are because they cell in the US and internationally.) -

A plug with 2 round pins will work in most of Europe (except UK which has a plug with rectangular pins and a built-in fuse). One or two plus adaptors should be enough if you also include an extension lead with some more US sockets. This also helps get the power sockets to where you want them rather than at some inconvenient point on a wall.
