I have the CM sf-19 (usb 3.0) currently. I have to say it comes down to a variety of factors. The fans are very powerful, and put out a lot of air. However, they are kind of noisy (especially at the upper speeds). On max, the sound is very annoying and noticeable.

It would definitely cool your m14x down a few degrees celsius. Also note that it is not very portable, considering it is bigger than my m17x r3 and woun't fit in a normal backpack, not even in my 17in backpack

I average about 65 degrees celsius using SF19 for my m14x :) which is pretty good results!
