So I have an issue. I connect my HDTV to my laptop sometimes through HDMI. Sound out works, but with some issues.

I have the HDMI cable connected all the time, so I just disable the display when it's not in use through ATI CCC. I re-enable it when I need it, but I won't get any sound options in W7 for the HDMI output. I have to restart the laptop with the monitor enabled for it to be able to be recognized.

Is there a way around this?

If not, how much power draw is the tv using from my graphics if I were to just turn off the TV and leave it basically idle?

Switch the default sound output to hdmi when you need it, and disable it when you don't.

Don't think you understand... there is no hdmi option if I start Windows 7 without the hdtv extended monitor enabled.

This is why I go Nvidia. ATI has wonky drivers. That shouldn't happen. And as far as power goes, it shouldn't be any more than it takes to normally run your computer... certainly no less... but no more. If it eats your battery more than normal after plugging in the TV, look into updating your drivers if you can.
