I have a Dell Inspiron 1520 that only have a VGA port on the machine itself and I would like to hook it up to a monitor (Dell UltraSharp 2208WFP) using DVI. Would any DVI-FEMALE to VGA-MALE converter work or would I need a specific one to do this?

You cannot use a cable converter; because 2208WFP has a DVI-D input, which means you can ONLY input a digital signal through that. your only option is VGA (analog).

Otherwise you'll have to but an external docking station with a DVI output or use somesort of an external signal converter to convert the analog video signal to a digital signal, but converting the signal through an external signal converter is almost pointless and expensive, because your monitor is anyway doing that inside for analog signals anyways.
