PNY is the company of thieves, never deal with them.
I decided to buy their USB2 128MB flash drive. They offered it for $30 and had $15 mail-in rebate. THEIR REBATES ARE FRAUD! You will never see this money. I have sent them my original UPC bar codes and received a response that those codes are missing. Come on guys, of course missing, now I have neither original codes nor my rebate.
Now comes the question. I bought it through J and R (www.jr.com) pretty respectful reseller. I paid for it with my credit card. If I go to my bank and cancel my payment, is it JandR or PNY who will have to deal with my bank? I do not want JandR to have any problems because they are not to blame.

It is J&R that will have to deal with the credit card company as they are the ones you bought it from. You got to do what you got to do, the worst is they get a usb memory card back and they return it to PNY, either way it is PNY who gets it in the end. However you only have two billing cycles (60 days from purchase)to contest a charge and with most rebates taking 8 weeks or more, by the time you figure out they are not going to pay it is too late.

I got a scandisk flash drive from newegg, it was a 256mb for 32$ good deal [

In your case did you make copies of the barcodes? if so being they lost something they should accept the copy in your situation. if they say no I be like "so i sent in my originals like I'm suppose to all you have to do is say its not here and you don't pay" they have to take a copy at that point otherwise they could throw out all of the rebates and never pay. I'd think this is just an accident on their part though, just push them as much as you can. J&R buys the flash drives from PNY so the only people you can stop payment on is J&R, they buy it mark it up a little and sell it.

I've generally come to the conclusion that rebates in general are scams. There is an entire industry that makes its profit by making it as difficult as possible for you to apply for your rebates so as to minimize redeemers and then delays them as long as possible to maximize their float. I simply refuse to play the game. When looking at prices, I ignore rebates entirely and I don't bother filling out the forms. I won't reward companies for hiring someone whose primary job is to ensure I get cheated. And frankly, the little bits of money just aren't worth the aggravation. In this case, how many hours have you devoted to trying to get $15? Add it all up: the extra time in the store, filling out the forms, mailing everything, the back and forth, coming here to rant about it, add it all up and I'm betting that all together it has been at least 3 hours. Congrats! Even if you got the money you would have turned yourself into someone working for less than minimum wage doing something that you didn't enjoy at all. It's just not worth it. Ignore rebates. Don't get fooled by the hype. Only when we stop getting suckered in by these offers will the companies stop doing them and instead just offer us the best price with the lowest hassle.

I disagree with the notion that PNY does not honor rebates. I purchased an attache thumb drive at Best Buy, and I received my rebate for it. Granted, it took about 2 months, but I did get it.

The actual "scam" with rebates is that the companies are betting that
people are too lazy or busy to actually take the time to fill out
the forms and read the instructions and follow all the directions
and go to the trouble of getting it.
I think the best alternative to rebates of course is "instant savings"
or it being on sale.
I did a rebate with Seagate and I figured they were reputable enough
to get the money and I did. Best thing is photocopy everything and
keep a record and track it. If they dont pay then call the BBB and
the attorney generals office in your state and report them.
I once reported CompUSA for advertising a rebate for a Norton product
and the rebates had expired over a month ago. Bad.

rebates should never be taken from a small company for any reason, and never take them from anyplace unless you know:
-know exactly when the expiration date is
-you get to see the rebate forms before you buy the items
They especially shouldn't be done online.. you have to wait until you actually get the item, then you have to do all the processing, then mail it in.. by which time the rebate has expired, and who knows if you get the item on time.
... speaking of expiration dates, they run a "scam" at Fry's Electronics with those godamn rebates EVERY WEEK... they have a sale on saturday where you get stuff at very cheap prices, [ie 160 gig maxtor 7200 hd for 50$ after rebate], but they strategically set the rebate to expire in 1-2 days... ONE-TWO DAYs... How does that work??
You have to overnight the thing or drive down to wherever they actually take the rebate forms to get it to them in 1 day... and they do this every saturday.. knowing that if you dont mail it out on saturday before they collect the mail.. theres no way of geting it in since they dont pick up mail on sunday. worse, they dont even label the expiration date on the ads, except on the actual price stickers in the store, which are often out of date.
well, thats my rant.
Do NOT buy PNY Attache flash drive! Ever!
