If you burn the DVD yourself they are usually not coded with a region. Some DVD players will not play DVDs unless they have a region. You can usually set your application to burn with a region.

The physical disc itself will come with no trace of anything close to a region coding. Your content however might. Make sure your content, if its an ISO is not region coded. If your encoding yourself then make sure that your burning software wont region code the disc.
