    Friend needs a 720p minimum webcam and his budget is 50$ from the USA.

    This is the best I could find for him:
    Newegg.com - Microsoft LifeCam HD-6000

    Any others/better ones you know of?

    That camera is pretty nice for the price. If your friend could possibly spend a little more, the lifecam studio is a great buy.
