Is ther a good HDTV TUner out there that I could hook up to my laptop via PCMCIA, USB 2.0, or IEEE? I would like a remote control and the ability to record stuff using good software. I don't want anything that costs over $200.

Onair USB HDTV GT. I have its predecessor. It does hidef and analog, cable and over-the-air. Only unencrypted digital cable channels of course.

Which would you recommend with an on-board decoder?

Is it for home or on-the-go use? For home use, I suggest a desktop PC with a HDTV card and IEEE1394 interface running as a MythTV server. It can handle many functions like background scanning (important if you want an integrated TV guide) and data buffering. And it can automatically record shows even if your laptop is not connected.

Mostly for the home but I'm thinking of donating my desktop and having only a laptop.

I have the WinTV-HVR-950 by Hauppage and it works ok. It can be found for less than 100 at Frys last time I was there.

I recommend getting one that's compatible with MythTV as it's the best TV viewer I'm aware of.
