How do I use down sampling or panning with higher-than-native resolution on Intel iGP?

I'd like to test how well my machine can do in some applications with high-res external displays but the only external display I have now is 1080p. Is there any way I can set a rendering resolution higher than 1080p and have the output down sampled or paned on the physical display?

According to Intel support, panning should be enabled if I set a resolution higher-than-native, but I don't have any higher-than-native options in Intel driver config nor Windows display settings. I've added a custom resolution with the CustomModeApp but enabling it results in a mode-not-supported error (as expected) on the screen.

    The OS is Win 8.1.
