Check Device Manager, to see if your Webcam is even there.

If the Webcam is detected (under Imaging Devices), to see if the hardware itself is detected.

    * If the hardware is detected and operating properly (under Device Manager), then the problem is that the application trying to access the webcam.

    * If the hardware is detected, but not operating properly (yellow exclamation point), then your issue is improperly installed drivers, or conflicting drivers.

    * If the hardware doesn't show up at all under Device Manager, then the problem is that the webcam isn't seen at all by your computer. This could be because the hardware is disabled in BIOS, because of defective webcam hardware, or because the cable connection between the webcam and motherboard has gotten loose or damaged. That happens periodically, since webcams are typically located in the display bezel, and the cable connecting the webcam is constantly being moved as you open/close the laptop lid.
