This might be the stupidest question I ever ask in my whole life.
You see, I never use backpack before, and I bought a Targus backpack.

My only gripe is how the hell should I manage the remaining strap ?
The shoulder strap adjustment is too long. They are now just hung loosely below my waist (left & right). And I have the same problem with my waist strap. They are hung almost to my thighs. There is no mechanism to manage the remaining straps, like a buckle perhaps ? They are just hanging all over the place. Either I don't know how to use a backpack, or it's a bad design. Or is it normal ?

Ha ha ha. I don't believe I ask this question. I chuckle about it.

Some straps are only for some notebooks or if you're using the backpack for a different purpose. Just ignore it and either cut them off or hide them inside a specially assigned zipped pocked if there is one.

Or just get a new, easier to use case. LOL.

He's talking about the shoulder straps and the waist strap, not the internal laptop straps.
    Must have small shoulders... ;)

Sometimes you can loop them up and back through the buckle.
Or you could fold them and secure them with a rubber band.
If you are ABSOLUTELY SURE that you won't need to lengthen them in the future, then feel free to cut some off the ends. If you do this you'll need to melt or sew/hem the ends so that they won't fray.
