I have two cooling pads. One blows air upwards and one blows downwards. Is there a significance to this?
I noticed with my (old) compaq-hp c700 it gets a bit hot of I use the one that blows air upward.

It depends on the machine. Some machines have intake fans under the computer, and will benefit from more airflow being pushed up. Others have no intake fans or intake/exhaust on the sides. These will more benefit from warm air being blown away from the bottom of the computer. If somehow you have a PC with an exhaust fan on the bottom of the machine, don't use one that blows air upward.
