The specs for my laptop are the same as they have always been and are located in my signature. Now onto my question:
Right now my laptop doesn't get the best battery life, about 3.5 hours I think. Would getting a better battery (ie 9 cell or 12 cell) improve my battery life enough to make it worth the money? Also is it possible to find other batteries for my laptop?

Anyhow, to answer your question yes, an extended battery will increase your usable life but it's not necessarily because it's a 12 cell. How much more use you get varies, so whether it's worth the cost or not, is purely subjective.
You see, batteries are shrouded in a cloque of mystery. These are the mysterious devices associated with your laptop. With the exception of the reputation of the name brand manufacturer (you best bet, although they don't actually manufacture them), you have no ideas what you're getting.
They may operate as promised. Or you might find yourself rushing your laptop to the ER with critical injuries. The rule of thumb is, when it comes to batteries, beware third part vendors. The power bricks is a close second. -
Just make sure the 9 or 12 cell battery you buy has good capacity cells in it and not lower ones (2200mah). They sell batteries that are branded by the laptop manufacturer and they sell batteries that are generic. The generic ones are a lot more common here and cost 1/4-1/2 the price of the branded ones. Aside from cost I don't think there is much difference.
