Laptop charger has a tear where it shows the white wiring. Instead of charging, it says plugged in but not charging. Does this mean i have to get a new charger or is there a way to repair it?

I like to know is there any chance this is my battery as oppose to the charger? The thing is i had this laptop for 3 plus years already. The charger did have a few rip opening but now its more so thats the reason why i believe its the tear and not the battery.

    Thoughts?

This usually occurs when battery is already full enough (it thinks it's smart).
Remove charger, use laptop until battery says around 50% and then connect charger... if it now works, everything is fine :)

    Basically that extends battery life.

In that case everything is not fine :)

Battery could be dying and lost most of its capacity (individual cells going one by one, happened to one of my former laptops).

I use BatteryBar in my own laptops. Even the free version works well enough: in addition to remaining charge/time it shows battery wear level on tooltip. Bigger the percentage, less capacity available.

What side is the tear on, before the power brick or after? If it's before and the white wire(neutral wire) is nicked you could be losing your neutral current from your 120 source. If this happens you will still get power or the illusion of power but without the neutral return current your laptop will not charge and you have a very unstable connection.
