After looking everywhere for a cooling pad and not being able to find a good one. I heard that cooling mats are good? and they 'soak up' all of the heat when placed undernieth a laptop.
I have my laptop on my desk and use it for gaming, work and genral internet use.
So should I buy a usb cooling pad or a cooling mat?
Which is best?

it really depends on what laptop u have and how the vents are set up. some general info would really help us, help u, find something that will be effective for yur particular setup.

Cooling mats are 'passive cooling' and isnt as effective as 'active cooling' cooling pads.
Basically cooling mats are just heatsinks that transfer the heat away from your notebook. They do not induct any air into your notebooks intake or cooling vents.
If you arent gonna use it on your lap much or at all. I suggest going with a cooling pad with fans. -

My budget I have is £15 max.

Flip your laptop over. If there are any vents on the bottom (most have them), than a cooling pad will bloc them, reducing airflow. For long gaming sessions, they will also reach a point where the pad material is too hot to effectively transfer heat away from the surface of the laptop. Fans work best.

It has mini holes where the CPU is, but the main vent (where the heat comes out) is on the back of the laptop, thats where the inside fan is. And its really hot

my advice is to either...
1. buy the Cyro lx cooler.
2. build your own
3. undervolt everything.
4. keep your house chilled to 60
5. don't touch a thing or worry about it as once you try to do anything with hp laptops is when they seem to get screwed up (based on recent experience with the dv8t.) -
Cryo LX cooler is an excellent choice, not cheap though. I would go the fan over the mat, better internal cooling. Even just propping up the laptop with a pencil underneath can do wonders for cooling. How hot does your laptop run out of interest?
