I'm looking for a new monitor around the 22-25 inches, 300$.
My main uses are movies and games (Guild Wars 2 and NFS)
The only problem I'm facing is choosing between IPS 60hz monitor and TN 144hz monitor.

    What is your opinion?

I suppose it depends on what you will be doing more of and exactly which brand/model of monitor you are considering. I would lean toward the IPS screen, but if you will be gaming more and have a notebook with a good GPU, you may want to take advantage of the higher refresh rates.

If one of the high-refresh displays you're considering is the Asus VG248QE, I would take any IPS panel over it. The 144Hz option is nice, but the color reproduction is poor, even after calibrating it. I ended up swapping mine for an Acer XB240H. Although it's still a TN panel, and required some tweaking, I got the colors much closer to that of my old 60Hz IPS panel. Here is where you can pick one up for $350, which is at least $50 cheaper than anywhere else at the moment. I was tempted to move up to its bigger brother, the XB270HU, which is 1440p, 144Hz G-Sync, and IPS, but I can't justify spending almost double the cost, especially since I'd be playing most games at 1080p anyway.

    Good luck.

Sadly Acer doesn't sell any type of this displays in my country, but other companies do. I prefer 1440p with IPS and at least 100hz(so as the freesync/g sync). I guess I'll buy a simple IPS for now 100-150$) and wait few months for new models and regular prices.

    Thank you anyway.

    With a budget of $300, I'd say get a 24" 1080p 60Hz IPS screen.

A high-refresh TN screen is really only advantageous if you're playing fast-twitch games, and have a GPU that can drive those high frame rates. In exchange, a TN panel will usually give you poor color reproduction, poor contrast ratio, and poor viewing angles.

You're playing racing and MMO games, and watching movies. So I'd go with a nice 24" 1080p IPS monitor, simply because it will have better general purpose image quality than a 24" 1080p TN display. Having high refresh rates are a nice-to-have, but it isn't worth buying a monitor with inferior image quality just to get fast refresh rates.

To be fair, racing games look incredible at high refresh rates. At the same time, I would probably go for a 1440p IPS Panel. The Acer G257HU is $250 and would be an awesome monitor. I honestly prefer resolution over high refresh rates because the high refresh rates are addicting and make anything else look terrible. (Lol I know that sounds unintuitive) IPS is also awesome though, and I would never want to go back to tn if I can avoid it, so I would say go high res now and then jump up later when high refresh rate ips monitors come down in cost more.

Yup, I also originally thought 27" 1440p as an option. But there were two things making me question that recommendation:

1). Don't know the OP's GPU. So don't know if he has enough GPU power to drive 1440p resolution in games.

2). The OP doesn't live in the US. And prices for electronics tend to be higher outside the US. So while $300 can get you a 1440p monitor in the US, don't know if the OP is in that situation.
