    1. It's for a 15.6' screen laptop.

    2. MUST. BE. SILENT (or close variation). The one I have now, you can hear from a mile away.

    3. The cooler itself must have USB ports. If it can double as a dock (plug in audio as well), then even better.

    4. Under $39.99. As much as I'd love the expensive Zalman one, I can't afford it right now.

    I would suggest Coolermaster U2 or U3. The coolermasters are silent and will suit your budget
