For a laptop if it wasnt already built in to the machine you can buy an external one (they're fairly small) that plugs in via usb they're usually under $200
Samsung, viewsonic and apple all make great monitors. Dell's are great to (especially pricing) -
I strongly recommend getting a Samsung. While I've never tried their widescreen monitors, I recently purchased a UXGA (1600X1200) 20 in. monitor from Samsung (model 204b) and it has fantastic image quality, brightness, and speed, IMO better than any other 20" lcd brand out there (yes that includes Dell, I've owned the 2001fp and it pales in comparison). There were absolutely no dead pixels on the Samsung- a rarity for many lcd brands!
You should probably aim for an tuner independent of the monitor because most 20" lcd's with a tuner have lower resolution. Besides, you can always get an HD tuner card which most monitors don't have. -
