Hey guys I'm looking to purchase a netbook/ultrabook/small laptop and hook it up to a 27in 1080p monitor (via VGA or HDMI). What graphics card and CPU power would I need to smoothly watch 1080p .mkv files? And what resolutions would an integrated graphics card be able to support? Also, can it support two monitors? I would have one hooked up via HDMI and one via VGA.

The physical size of the monitor doesn't actually matter. A 27" 1080p monitor will stress your laptop just as much as a 100" 1080p monitor (if such a thing existed).

That said, pretty much any modern CPU (with iGPU) should be enough to play 1080p video files on a monitor. Two monitors would be pushing it though.

With integrated graphics hardware acceleration, any modern netbook should do fine with 1080p videos. Two monitors should also be fine unless you're playing two videos simultaneously or something, which could cause some frame drops on the lowest-tier CPUs.

With most netbooks that do have HDMI and VGA, though, you probably won't be able to use the internal display when outputting to two external displays.
