Hi,
I bought for somebody a sony vayo (a190) notebook from New York City and he lives in Europe. The notebook comes with a docking station with built in tv tuner. The problem is that the input tv signal is PAL and can not be displayed. Any body knows a convertor device which can be placed between the tv signal and the notebook to convert from PAL to NTSC.

They do make PAL-NTSC converters to convert the signal. I don't think ther are any made for notebooks; and upon looking further, in your case I think you need to get a different TV tuner that is made for PAL bacause these converters are made to convert the unmodulated signal (between the tuner output and the display input) and I think that part is all internal to the notebook. You may be able to send it back to sony and have them change the NTSC tuner to a PAL tuner. If the tuner is internal to the docking station, then sned it back to sony for conversion or if they won't do it just sell the docking station on Ebay and by one with a PAL tuner in it.
