I have a Samsung Notebook with an Nvidia GeForce 310m card, and I'm trying to connect it to my CRT TV using a VGA to RCA cable, but it's not working. The image is clearly my desktop background, but it's distorted, repeated, and in black and white.

My computer has VGA and HDMI outputs, and my TV has S-video and RCA(composite and component). Would it work maybe to try and use an HDMI to component cable, even though my TV is not HD? The VGA cable also has an S-video female connector, might that work?

You're better off getting a newer TV. You'd need a converter box that can go from VGA to S-Video/Composite/Component, and those are somewhat expensive for the limited use.

And then there's the fact that you're not going to get much more than 640x480 resolution on it before any text becomes a unreadable blurry mess.

This sounds like a synchronization problem. Unless your graphics driver or TV offers any chance to tweak that you won't have much luck.
S-Video should be more robust in this case but don't expect good image quality either! It's ok for watching videos (VHS quality) but it doesn't make a nice desktop.
