Ok, why is it a flash drive says 16GB but i only get 14.9. Even when i wipe it, it still gives me this phenomenon. Same thing happens on my HDD. So why does it do this?

It is because of the ways that 1 kilobyte is defined. Windows defines 1 kilobyte as 1024 bytes, and the drive companies define 1 kilobyte as 1000 bytes. those 24 bytes add up. It's confusing, but that's just the way it works

ah ok... that's very interesting... and that also makes me wonder why companies don't add those extra bytes... :/ since every OS i know of says 1024B=1KB.
