Well I just bought a Western Digital My Boot Essintail edition (500gb, 2.0 USB) and the transfer rate between my computer and the WD HDD is about 15.4 mb/s, is this normal?

a bit on the slow side, you should be able to reach about 20-23MB/s

Yep, although for some reason my old laptop only transferred at around that speed while my new one does close to 30 mb/s

Differences in power supplied to USBs?

More, more like "are there any internal USB hubs sharing bandwidth between ports needlessly." Power would not affect transfer speeds, unless something were really really wrong...and even then the drive would probably just not work.

Mmm.. I think my old laptop did that, if it shows up in the Device Manager as a USB hub?

I'm not 100% sure how to tell what it is doing (short of looking at the motherboard and looking up chip specifications), but internal USB hubs are annoying to me.
