I am going to buy an aluminium notebook cooler due to the obvious reasons.
I am considering between two models. One is a Cool Master that sucks out the warm air from under the laptop and the other is an Akasa that blows in air in under the laptop. What is more effectiv sucking the air out or blowing new air in?

It's suck... blow is just a figure of speech.
Seriously though, there won't be a huge difference between the two although I'd wager that suck (that is, negative pressure) will have a slight edge. -
I'm siding more with the "blow" than the suck. Someone correct me if I am wrong. -
I think it would be better to get a "blowing" cooler if the bottom of your notebook is sucking air thru the cpu vents.

Blow is better than suck unless you have a vent on the bottom of your notebook. Blow = cool air from the bottom of the cooler aim straight at the hottest part of your computer (which is most often the central part where the cpu and gpu is located). Suck on the other hand takes air from around the computer which will have a higher temperature and take the heat away. In this case the hottest part of your computer may not get as much cool air as you would like it to. Thus blow is nearly always better. Just think of it this way. If you are sweating like a pig would you like the air to be blown at your or sucked away from you?

yeah that's what i figured myself...."blowing" seems more logical.
