I know that USB cables can be plugged in or removed from a computer whether the computer is on or off.

But what about an external monitor? Can it be plugged in and/or removed while a laptop is on?

Or should the laptop be shut down before plugging in or removing the monitor's VGA or DVI plug?

I don't see any harm when suddenly unplugging the monitor while it is still on. No data on the hard drive will be lost, and so it's not exactly dangerous, but it may be a good idea switch the monitor off before unplugging the dvi or vga cable.

Just make sure your laptop's display is primary before you unplug the external monitor. You can unplug/plug in an external monitor while the laptop is on, yes.
