There are two things to consider: power and portability.
First, if you want a USB 3.0 Hub, how many devices will you be connecting to it and will they have their own power supply or will they draw from the Surface Pro? In that instance, you would want something along the lines of this: Amazon.com: Cable Matters SuperSpeed 10-Port USB 3.0 Hub with Front & Back Access Design (VIA Chipset Solution): Computers & Accessories. It receives power from an external PSU so you don't need to worry about power draw limits from your system. But it's a but unwieldy, which bring us to portability.
If you are only going to use a mouse and external HDD (that uses it's own power supply) then this may work better for you: 4 Port Portable USB 3.0 Hub for Microsoft Surface Pro (Windows 8 / 7). It's more portable, but you have to make sure not to overload the hub with devices which need power and connectivity.
So the choice is yours.

Hmm the most I plan on using will probably be a USB keyboard and a USB mouse. However I do have times where I may also need to plug in an external and/or a flash drive. I'll probably end up going with the externally powered hub. Thanks
