Normally there is a key combination or software setting you'll need to activate to make the external monitor/TV come on. Try this, look along your function keys at the top of the keyboard. Do you see one that looks like two screens side by side, one possibly labeled LCD? Try hitting FN plus that key. On my own laptop, for instance, it's FN+F3 to do this. Make sure the TV is switched to display the input you have the cable plugged into and give that a go.
Failing that, try going to your display properties, by right clicking on the desktop and choosing Properties, then clicking Settings. At that point, click on the Advanced button. Depending on what kind of graphics card you have, you should see a special control panel for nVIDIA/ATI/Intel what have you. Clicking on that tab and try to find the Displays section and make sure the TV is listed there and that the software is setup for a Dual or Clone display. It varies between systems, but I haven't seen a graphics card in recent memory that doesn't provide software to do this.
Hope that helps. -
I tried both of your suggestions but nothing worked.

WTF is a 'VGA to RCA 12' cable'? Sounds like snake oil to me. You need to RTFM dude.
And hey, don't yell 'n00b'...You're the one who thinks you can jack a VGA signal into RCA jacks with just a cable... -
Typically LCD's nowadays come with VGA and DVI ports that work well with computers if you plug them directly but you still need to hook up a sound system to your audio jack for the sounds to come out.
