I bought this at a yard sale the other day because it had the Dell emblem on it and it looked important...but I cannot figure out what it is. I've looked everywhere and I just can't figure it out!

Can anyone tell me what it is and what I can use it for? I'm thinking its for a projector...but the display out plug has got me confused...

It's what is called a VIVO box, or Video Input, Video Output box. It's used to pull in video from an analog source and output it to PC or another analog source. Back in the day of Hi8 and MiniDV camcorders you would use this to transfer the video from your tape to you computer in order to edit it.

Ah, a VIVO box...so i would plug the 15-pin video out plug into the back of a computer, then hook up some VGA cable to the out part of the base...what about the video in part of the base?

if i've got that right, then this is to capture a computer screen to VGA?

The 15pin cable connects to your card if it support VIVO (or most likely the case the box came with a PCI card which would be used for input). From that point you would need to load the software that came with it (which i am sure you can d/l from dell) and then your PC would see the box as a video input (i.e. in display properties) or you would use a video production suite to import video from a camcorder or VCR/DVR/DVD player.
