The Thermaltake is weaker in the fan area, but has better airflow due to FAR less restriction of the airway. The Thermaltake can also run off of just a USB port.

I bought the Cooler Master a few months back for my Alienware M9750, which if you know, is a big 17" Laptop.
I found the cooler to work really well. It has the nice LED lights underneath, in the corners, and the fan speed is adjustable which is very nice. And the extra USB ports are very nice too.
Overall, I was seeing about a 10°-15°C drop under load from what I was normally getting, so the cooler worked very well for me.
If you do decide to get it, I should actually get around to selling mine, since my laptop is out of commission. It's only a few months old, still brand new and I have the box. Just send me a PM.
(And yes, my review is legit not just a ploy to want to sell mine. It really is a nice cooler.) -
I have the SF-19 and it is a fantastic cooler. I modded my SF-19 to block out vibrations and dust (se sig). I rarely use it on full blast, usually I use it on low/low-mid speed.

if u were to lift your laptop say a inch off the cooler would it be more effective? or is lifting not that effective?

I never had the vibration problems on mine, even at full blast.
The fans make a bit of noise, but it's because there both decent size, and at full blast they are going pretty darn fast.
