This is strange. When I plug a mouse into a Vista PC that is already powered up, it does not recognize it and the mouse is nonfunctional. The only way to get the PC to recognize the mouse is to plug the mouse in before booting the PC.
I had PCs dating back to Windows 2000 that would recognize a mouse regardless of when you plugged it in after boot. What gives?
In case it matters, the mouse is a Microsoft USB optical mouse.

I am using vista and the scenario you explained doesn't happen to me. I can unplug and plug in my logitech optical mouse at any time and vista always detects it and allows me to move the cursor as usual. Perhaps could there be an issue with the that mouse(or USB port) or something is wrong with your vista installation? When you plug in a mouse windows should automatically detect it and allow you to use it; check your USB port and see if it is functioning correctly.

Also look for options in the BIOS. The notebooks I have used over the past few years have all responded to USB mice being plugged in while the computer is on.
Are you able to use a mouse and touchpad at the same time?

Of all the Vista boxes that I'm dealing with at work, I've never experienced the issue you're having. Have you tried uninstalling and reinstalling the USB controller?
