    So...yesterday i was about to go to my cousins house so i grabbed my laptop my mouse and my cooling pad and i grabbed my cooling pad the last and when i pulled the cable it snapped...my older cousin knew how to fix it and he fixed it and it worked yesterday...but when i plugged it in this morning the fans wouldn't spin and i plugged my phone into the same usb port and it charged so it couldnt be the port. Please help.

    Simple fix really. Red wires need to be connected together and black wires need to be connected together. First pic appears there's no insulation between power (red) and ground (black) and if those two touch, it will short circuit. At the very least, use some electrical tape over the splice points, but those splices need to be soldered, not just tied by hand.

    I suggest taking it to someone who can splice the wires, solder the splices, and cover them with heatshrink insulation. It will look like new if done right. An electronics repair shop can fix this in a couple of minutes for a couple of dollars.
