2 questions and a statement

1) can neoprene sleeves be painted on with fabric paint? (I would like to do a stencil)

2) The neoprene sleeves made by tucano, are they any good? anyone familiar with them? I was looking at http://www.amazon.com/gp/product/B000CQXYHS/ref=pd_rvi_gw_1/102-1671036-0289748?%5Fencoding=UTF8&v=glance&n=172282. They said the color is red, it looks more like a brick red anyone know first hand?

I like carrots they are orange.
