I have the new 24" HP ips display ordered for my new office. I hope it is as good as my 2207 is. I think HP monitors are just as good as apple (which I own as well) for 1/4 of the cost.

Has anyone seen the new ips monitor from HP?

It may be indeed be 1/4 the cost which is a good thing. But it's doubtful it's just as good. since Apple currently leading the industry with their Retina Display. But as you say, I need to get back into my neighborhood electronics store since a lot has changed in the 6 moths since I was last there. Too bad I can't look at them side-by-side since the two stores will never meet.

did you just compare a display that is exclusive to a specific notebook to a stand-alone monitor?

Apple doesn't do a 24". And the only 24" HP I still have lying around are the Dreamcolors so can't comment on the standard-issue 24".

FWIW I consider the Dell U2711's and HP ZR2740W's to be superior to the Thunderbolt display in terms of legibility and lack of eyestrain in standard office / home office conditions. The Thunderbolt display is however more convenient for hooking up an Apple notebook to and the majority of them are actually used really as docking / charging stations for my Apple notebooks. Since I use them actually on the desk much less often it's kind of irrelevant how mediocre the display is.

The ACD23"'s were wildly variable in terms of panel uniformity - so much so in some cases I had to nix some multimonitor setups even after calibration until we bought more, something I never came across with Dell or HP - and reliability was off-the-charts poor (the same goes for the 30", though the panels were better in terms of consistency). Having dozens of them to compare, along with the Dell equivalents, I just could not understand - apart from the inevitable Applezombie aspect - why they got such a stellar reviews, and aforementioned zombies were making stuff up such as "they come pre-calibrated for the best display". They were crud.

No they don't. I'm not comparing size, I'm comparing image quality. My new HP is just as good in image quality as my cinema monitor. I can't wait to sell my Mac mini and cinema monitor to get a new Asus or Acer touch screen system.
