    So I have an old Dell B130 laptop I'm hoping to connect to an old Sanyo CRT, and I bought a generic PCtoTV scan converter. The problem is, even after I set the resolution to 640x480 and 60 Hz, the picture still flickers up and down the TV. Is the converter broken, or am I missing a setting somewhere? Thanks.
