If its external its probably going to use a AC --> DC wall adapter but it wont use much power and you may find one that uses a USB cable for power.

Will it lag? well that depends on the computer that is doing the processing, but as long as your usb port is 2.0 it has enough bandwidth to handle any normal blueray movie.

I have however seen specs for max spikes of blueray bandwidth and it does exceed the max bandwidth of usb 2.0.

Im not thinking it would mess up your movie though.

If I were you I would google up various reviews of external BR players and see what is inside them, see if you find any complaints like that, and also while doing this you may find the model you like best.

Any laptop gpu since from about the last 10 years handles 1080p, the input would be USB going to the system and processed by the cpu, the GPU will have nothing to do with it other than if it is capable of the needed resolution.

Unless your hinting at HDCP, that would be a totally different beast :p
But there are ways around that if it becomes an issue.
