I am thinking about getting the thermaltake ixoft cooling pad for my hp dv4t but I have a couple of questions for those who have used it before I order it. How long can you use it before you need to take it out from under your laptop to let it cool down? Has it really been effective?

You cannot expect your notebook to cool down using the pad. The reason behind this is the fact that it blocks all your vents, thus no airflow through your laptop which leads to over heating.
