Its suppose to be a pretty good cooler from what I've heard around these forums. But know that it is by no means a lightweight cooler (4ish lbs).

I have it but for a M17x :D it's a great cooler that also puts the laptop in a great angle for typing.
The U3 is a cheaper solution that also does a good job, small fans but you can change their position ;)

I use the Notepal U2 just as a stand so that it has better air intake, but I don't even use the fans that came with it. I've never really seen any evidence that laptop cooling pads work and most people report drops of like 1-3 degrees. That is pretty stupid. But I still use the Notepal U2 stand when gaming just in case.

What you should do is place your laptop on some ice cubes. Or better yet, don't use your laptop ever. That should bring your temps down.

im looking for something that will atleast drop my temps by 4 or 5 degrees if possible because for some reason skyrim makes me hit 82 on the gpu at stock clocks while every other game im between 65-72, even with my overclock the temps only go up about 2 degrees, i had to set an alarm in evga precision so i dont fry my laptop

82c is fine. Have you used compressed air to dust out your laptop and check the vents for any dust build up? If your temps start going higher you could always look into repasting your gpu (and maybe your cpu while your at it).
