It stutters even when i set it on low on 1080p

If you are in the right area I assume you are asking about an m14x? I would probably try it at the native resolution of the monitor, so 720 or 900 not 1080. Even if you are running on an external monitor 1080p could be pushing it for this system.

It's an external monitor, I just don't get why it runs so bad. I run skyrim at medium with ultra shadows and the hi res dlc and tf2 on high.

You can check it using one of these program list below:
CPUID - HWMonitor - This is a simple program that monitor temp on the CPU, GPU, HDD, & the battery wear quality. Note: You must run this program everytime you start your computer because this program does not offer to "run at start up".
Open Hardware Monitor - This is also one of the simple program that does the same thing as HWMonitor except for it has no battery wear quality info, however the one thing I like to about this program is that you can have it "run at start up" so then you dont need to manual start the program every time you start your computer.
If the OP has the 3GB version of the GT555M, this is where the 3GB version shine, because I have a external HDTV (1080p) and I test it by play a few round in BF3, the framerate drop a little bit (around 5 - 10) if I play on the same setting as the the on board monitor, however when I lower the setting to low, I can get even better framerate than the setting (custom - Medium high) I use to play on the on board monitor, as I monitor the memory usage of the GPU, when play on native it will not consume more than 20% (of 3GB), but when I play on the HDTV, it seem to take more memory though still using around 45% ~ 60% (of 3GB) so you might have some problem if your GPU is the 1.5GB version.
For Fallout NV, I also play that game and I'm on High (with some tweaks), the average frame I had is 50 ~ 70 (Vsnyc force off), but I dont play it on the HDTV though, so I'm not sure what kind of performance I will get. -
Yeah i have the 1.5 gb version, and new vegas seems to be my worst performing game

have you updated the game to 1.7.

I dont think he hasnt because since Steam will auto update it when you download the game. That's also apply with the retail/DVD version. Unless he disable the auto update option.
