Doesn't make sense because the game is not demanding at all.

try whitelisting the game: in nvidia control pannel find the game and set to high performance processor.

try turning off ambient occlusion for "alan wake" in the nvidia control panel and also in game. you can also try turning of AF and AA.

you can try to turn it off on nvidia control pannel. Are you also experiencing poor performance in other recent games like skyrim etc. If you have AA and AF at 2x already with no AO and still getting poor performance but no problems with other games then the game itself maybe causing the problem. If reinstalling the game again doesn't fix it then it's probably poorly coded like GTA.

Yeah I guess it is. It's weird, I didn't expect this game to be so demanding considering it's a console port.

Well, they better optimize it, because as of right now...even the low settings(not including resolution), is BARELY player. I'd say 25-27 fps.

I had poor performance in Mass Effect 3 due to the Skyrim Optimization settings done in the Nvidia control panel.

If you are using the settings for Skyrim optimzation, RESET it. And run Alan wake again. (When I say reset, restore to default settings)
