    All my settings are medium,

    Vsync off,

    Defination ON,

    Resolution 1024x768(60Hz),

    Resource Usage 628/3014mb

    GPU temp between 70-80C,

    Power Plan Performance,

I'm getting fps between 15-20 and game lags.

Driver Version 301.42, and Game is running on NVIDIA GPU.

So what should i do now ?

I have sometimes drops in gta too, it runs at about 40-50 fps, but sometimes it drops at 20 fps. I read about this and this could be an issue due do the stupid windows live thing.

No, Whitelist will not work, this is not the problem with the GPU, it is the problem with the Game, GTA 4 is a poor console port, you MUST use the command line to make it work, here is the solution: http://forum.notebookreview.com/ali...4-doesnt-detect-nvidia-gpu-2.html#post7641133

And here is the benchmark I made after I use the command line: http://forum.notebookreview.com/ali...x-underperforming-bios-a05-2.html#post7882973

This problem is also associate with the multiple GPU machine, like SLI, xFire and especially Optimus, because I got a friend who has an old Core 2 Quad machine with a single GPU, he play the game with no problem at all. Copy and Paste the command line, and I guarantee you will be able to tweak the setting and get a better performance out of it.

How many frame do you have after you try the command lines? And is it a Steam or a DVD version? Because there are users saying that the Steam version tend perform worse than the DVD one, which I got the DVD version.

Did you try putting a .txt file in the root of the installation folder (normally C:\Program Files (x86)\Rockstar Games\Grand Theft Auto IV , I think), name the file commandline.txt and put inside it this: -availablevidmem 1.0
(someone above referred to topic about this)
This helped fix a problem with the game not recognizing the 3GB graphics memory of my gt555m.
