turbo mode being off will significantly lower your temps. it won't really hurt your gaming much either. you turn it of through the system bios. i would persnally check and set what kind of temps your hitting while gaming before turning it of. download realtemp and see what your max temps hit while playing a game. if your in the 90's you might consider turning it off.

However, for gaming it apply the same thing, and it is does not help boost your framerate, because most today's game are graphic intensive, so if you want a better performance in game, you might want to OC your GPU. Now since turning on the Turbo Boost will increase the temp, that's said for the normal task, for gaming it will increase twice as fast and twice as hot, the average temp with turbo boost on (base on my experience both mine & other users) is between 85C ~ 98C, me personally used to get up to 99C on core 1 while play BFBC2 and to tell you what after turn it off, the temp never get to 95C and the performance stay the same. So dont worry about in-game performance, the only downside for this is that you wont be able to use the turbo boost and some normal task will be slow down.
See the image below for the exact location of the Turbo Boost in the BIOS, Press F2 - Setup when you first turn on the computer to enter the BIOS.

definitely turn off...the temp cooldown is immense. the performance hit is barely noticeable.

only reason to keep it on is if you use emulators like me, then it greatly improves performance, but other then that keep it off, it will lower temps alot while gaming

So when you need to select it, and when you want the turbo, select maximum performance.
Ciao
