!!!Problems!!! M17r2 4780's driver update

So, I had this issue a while ago (around 6 months ago) when I was attempting to update my ATI graphic's drivers. At the time I decided it would be the perfect time to setup my RAID 0 config so I just formated and re-installed my machine, flashed the BIOS updated all of my drivers and called it a day. However... the issue has returned with a vengeance and seems to be worse, the now.

After the release a few new titles with better support from the 11.9 drivers I decided to download and install them, starting I un-installed the drivers from dells site 9/21/2010 (11.8) I believe, rebooted in safe mode, ran driver sweeper, and got rid of all things ATI even my CAPs. After booting back into windows I can the 11.9 drivers and was met with the oh so lovely "Application Packed Failed to install" or along those lines. I then attempted to install 11.10, the install seemed to be super quick, no screen flicker and no reboot required. looking through device manager no drivers had been installed. So went the the un-install process again and attempted 11.9 to no avail, I noticed through system logs it was failing on 2010 C++ Redistr. and decided to uninstalled that piece and run the install again, same thing as 11.10, it installed the new CAT bit now drivers.... attempted to manually updated drivers through device manage and failed as well.

Frustrated I completely re-installed again and am now running into the same issue, I can only install Dell's old as ing hell drivers and it continually fails on 11.9+ drivers... If I run a custom install it installs CAT and then gives me al lovely, "Installation complete with Issues" and when I open the report it says the drivers have failed to install.

I am at a lose, has anyone else run into this issue, ist that a VBIOS update I am unaware of (these are 4870's)... Any advice helps greatly or ideas... I am at a loss and feel like I am looking over something obvious...
