Installed 12.3 WHQL drivers over dell 6970 driver -> all went smooth. But now im having 65C temp while browsing and photoshoping - is that ok? another question is - when i start my laptop it loads command prompt window and dissapears in 1 seconds (noticed that only after installing 12.3 drivers).

Could it be that when you installed the 12.3 WHQL drivers over the dell 6970 driver that you lost the graphic switching capability?
So now, even when you're browsing and photoshopping, your laptop is using the AMD GPU vs. the Intel GPU? -

With the 12.3 drivers, did you check to see if it's maxing out the clock speeds at all times? I know there are issues with the 12.3 driver maxing out the secondary GPU at all times...don't know if I've seen that in a single GPU configuration or not, but worth checking.
For the record there have been a few issues reported with 12.3, so might be causing your GPU to run hotter then with previous drivers ( I know I had problems with the GPU fan not speeding up appropriately, maxed out clock settings, etc. so I downgraded back to the 12.2 pre-certified driver until AMD can sort out their issues) -
12.3 weren't nice for me either.

Been wrestling with drivers all day. I wiped clean all drivers till windows fell back to use generic VGA driver @1280x800....zero dell drivers. Used AMD catalyst mobility 12.3 and Intel HD 3000 off Intel website
Zero dell drivers means breeding monitors out of the blue .. my mouse even goes off screen when you hit the edge!

Catalyst reports 2 displays , windows says 2 displays and 2 other "available"
Was just a fail experiment , going back to overwriting dell drivers with newer ones.
Edit 2:
12.3 worked over dell drivers .. not sure why it failed the first time. I avoided installing AMD encoders and other parallel stuff this time, end of install BSOD but after restart seems working fine.
