I use nvidia inspector to overclock and my settings are gpu 800 memory 2000 and shader 1600. However when I use GPU-z it says that the memory is set to 1000 but the other settings are correct. Is there something I'm doing wrong?

No, GPU-z just reports it differently. Just multiply it by 2, or trust what Inspector shows you.
Me and several other members talked a lot about this a few days ago, it was their conclusion that you should be very careful with OCing memory, especially to that level. Apparently the memory is not nearly as well cooled and will die, one guy already had to replace a 580m. The gist at the end of the thread was that you should not go over 1800 memory, and in reality you probably wouldn't notice much difference from just leaving it at stock, since memory bandwidth is probably not gonna be much of an issue.
I don't have my machine to test yet, but you might test to see if you see any true game performance improvements from OCing the memory. If not, leave it stock and get less heat and less chance of burning up your memory chips. -
