GPU-Z 5.5 shows the wrong shaders on some cards, download GPU-Z 5.4 and you'll see 1120 shaders. Clock speeds of a 6970 are 680/900. Clock speeds of a 6990 are 715/900.

This looks like a 6970m.... take a look at the number of shaders. 6990m has close to 1100 shaders. Also the texture fillrate is 40 GT/s for the 6990m.
This card has been OCd. -

Just download GPU-Z 5.4 and paste a screenshot of GPU-Z here. Here is a link to GPU-Z 5.4
This is a known issue with GPU-Z 5.5. It reads shaders wrong. I've seen it before.
We'll go off GPU-Z 5.4 and judge from there. I highly doubt Dell is OCing cards and passing them off as 6990s. That would be a serious case of fraud. -
I thought it was some random dude's card.
If this is from Dell, go with DR and dload gpuz 5.4. Seems like GPUZ 5.5 reads texture fill rate wrong as well.

It's true that early versions of GPU-Z v0.5.5 incorrectly reported the number of shaders for the 6900M Series; however, during that time it reported 896 shaders for the 6990M (see Thumbnail). GPU-Z v 0.5.5 has since been revised and reports the correct stats. That's an overclocked 6970M.
Here's the same 6990M as reflected in the revised GPU-Z 0.5.5:

Yep, looks like someone flashed the 6990M clock speeds onto a 6970M. That way those clocks appear as default in GPU-Z.

I doubt very much that Dell was the seller or represented that card to be a 6990M; it is not clear where netinbd got the card or system. Clearly, it was not a mistake; someone flashed the vbios to 6990M clocks. It did not come that way from the factory.
