Is the normal desktop Aero working? Do you have the window frames that look like panes of glass?

It looks like you Aero is disabled, and if it is then that is why aero peek isn't working. It could be that you simply need to run the Windows Experience Index assessment again (that's where windows looks for certain scores to alow aero to be enabled).

Yep, looks like Aero is disabled because you're using Basic desktop theme. If so, try changing it back to Aero themes.

Right click on desktop -> Personalize -> Select an Aero theme in the above box.

    Can also change this,

Start Menu -> right click on Computer -> select Properties -> go to Advance tab -> select Performance below -> select Adjust for best appearance.

You have the option to customize here as well.
